Another opinion: Shukla Paksha - Vishnu; Krishna Paksha - Mruda. Brihat Samhita gives Savita (Sun). Lomash Samhita describes 12th Tithi ruled by Lord Vishnu as supreme amongst all Tithis (Chanakya Neeti: "no day is better than Dwadashi Tithi").
